By SIMON WALTERS Gordon Brown argues society is not broken The row over Westminster moles took an extraordinary turn last night after it was revealed that two senior Labour figures – including a Cabinet Minister – are behind a Conservative attempt to prove that Gordon Brown is guilty of sleaze. The Tories have written to the Prime Minister claiming that the two prominent Labour politicians told them that Mr Brown broke the law by using a charity to bankroll his campaign to replace Tony Blair. The pair also urged the Conservatives to launch their own investigation into the matter. Last night, the allegation that the Cabinet contains a ‘fifth columnist’ who is supplying ‘dirt’ on the Prime Minister caused fury in the Labour Party. One MP said: ‘If any member of the Cabinet is helping this Tory dirty tricks plot against the PM, they should be sacked.’ The Tories’ refusal to reveal the identity of the Labour moles has led to fevered speculation about their identities and, in particular, the name of Mr Brown’s Cabinet traitor. The Conservatives have called on Parliamentary Commissioner John Lyon to investigate whether the charity was used to bankroll Mr Balls before he became an MP, which would be against electoral law. A letter from Shadow Cabinet member Chris Grayling to Mr Lyon said the Tories were acting on information received from two ‘senior sources in the Labour Party’. Schools Secretary Ed Balls is at the centre of the controversy A copy was also sent to Mr Brown. Intriguingly, this version was altered in one crucial aspect: It contained the menacing claim that the Tories had been helped by someone in the Cabinet. Mr Grayling wrote: ‘In 2006, the Conservative Party was tipped off privately by a senior member of Tony Blair’s administration that the Prime Minister had failed to make a proper declaration of support received by him in 2004 at the time when the Rt Hon Ed Balls left his post as a Special Adviser at the Treasury. ‘We were also informed by a separate, current member of the Cabinet that the Smith Institute had been providing the Prime Minister with extensive support – and indeed that it had effectively been little more than a front for the Prime Minister’s personal political activities.’ Well-placed sources say the tip-off from the Cabinet Minister came just a few months ago. The information from the political figure close to Mr Blair was fed to the Tories through an intermediary earlier this year in a deliberate act of sabotage. The disclosures come days after it was revealed that both the Cabinet Office and the Treasury have blocked Conservative attempts to find out whether Mr Balls had access to the Treasury and Downing Street via a Whitehall security pass while employed by the Smith Institute in 2004-05. The Tories claim that if Mr Balls had an official pass it would prove he worked for Mr Brown while being paid by the charity. The Smith Institute denies any wrongdoing and says it has not funded any political activities. The Charity Commission, which launched an investigation into meetings held by the Smith Institute at 11 Downing Street, found the institute was vulnerable to claims of being involved in ‘party political activity inappropriate for a charity’. But it added that there were no concerns over Mr Brown’s and Mr Balls’s links to the institute. Mr Grayling and Downing Street both refused to comment last night.
