Helsinki's mayor has called for urgent action to curb the number of migrants to Finland.
Mr Pajunen said on the web "Helsinki has set out to turn immigration into a resource and a source of vitality. At the current rate, quite the opposite is happening"
Helsinki's growth in population is attributed entirely to the increase in immigrants. Within ten years they have become some 10% of the total, the mayor says. "By 2025, one in four Helsinki residents will be from an immigrant background".
The unemployment rate for immigrants is 2.5 times the local Finnish population, with all the attendant burdens on the state. Migration must be brought under control, he says.
In Malmö, southern Sweden, six cars were torched recently . It happened in a part of the city dominated by immigrants, and followed protests after muslims were not allowed to use certain facilities for their prayer meetings.
Unlike the EU, Moscow is tightening its rules on immigration. New requirements and quotas for people from other parts of the former USSR will seriously limit new migration flows from Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Ukraine, Uzbekistan and Tajikistan. Penalties for illegally employing foreigners have also been dramatically increased.
Employers can now hire foreign citizens who go to Russia under a visa-free arrangement without obtaining additional permits. But they must still notify the migration, tax and employment authorities.
All foreigners face a stricter registration-notification policy, with new rules requiring both temporary and permanent residents to register annually with their local Federal Migration Service office.
Under amendments to Russia's code of administrative offences, foreign citizens breaking the new regulations may face fines of up to 50 times the minimum monthly wage.
