Dear Editor:

"Occupation" has meant Israelʼs occupation of Israel from 1948 until Abbas, other Palestinians, and Arabs have verbally converted the word "occupation" to mean the land which Israel took in the 1967 war.
The PLO created its 1964 charter and Fatah established its 1964 constitution three years before Israel took control of the West Bank, Gaza, and East Jerusalem. Each of these documents formalized the Palestinian mind-set that the establishment of Israel is illegal and void and that armed conflict was the only way to liberate Palestine (Israel).

There is no tangible evidence that the Palestinian leaders have changed their mind-set pertaining to their declarations and intention to eliminate Israel. Abbas has never tried to annul the Fatah constitution. There has been no visible attempt by Abbas to eliminate the various terrorist groups. There has been no attempt to change the text books which exude hatred of Jews. There has been no attempt to reign in the preachers who utter hate of Jews and Americans in many of their Friday sermons. There has been no formalization during the ten years since the December 1998 Palestinian National Council indirect vote to allegedly annul certain onerous articles of the PLO charter.

There has been no attempt by Abbas, any other Palestinians, or Arab leader to try to solve the "refugee" problem, as Israel has accomplished by its absorption of the Jewish refugees from the Arab countries. The Arab and Palestinian leaders still insist that the first, second, and third generation refugees must return to Israel.

In short, there must be very substantial evidence that the Arab definition of "occupation" comprises the land which Israel captured in the 1967 war and not Israelʼs "occupation" of Israel.

Respectfully submitted,
William K. Langfan
