"..the Fabian socialists, the group led by Sidney and Beatrice Webb...aimed to replace Gladstonian laissez-faire Liberalism with state collectivism as the doctrine of the left.  The early Fabians are usually seen as worthy, gradualist reformers, keen on the minutiae of local government and trade unionism; in reality, they were far more sinister.  A key part of their ideology was an obsession with the vitality of the Anglo-Saxon race, which they feared was being undermined by destitution, ignorance, alien immigration, and individualism. 'The country is gradually falling to the Irish and the Jews,' warned Sidney Webb, while H G Wells wrote in "Anticipations" that in British southern Africa 'the nigger squats and multiplies' in ' stagnant ponds of population'.
 
"The Fabians were heavily influenced by such thinkers as Karl Pearson, a socialist who believed the Empire should be a breeding-ground for the British race, and Francis Galton of the University of London, who coined the term 'eugenics' and urged Government action 'against customs and prejudices that impair the physical and moral qualities of our race'.
 
"It is no exaggeration to describe the Fabians, under the sway of such thinking, as Britain's first national socialists, contemptuous of liberty and dedicated to the worship of state control, racial predominance and eugenics.  Typical of their philosophy was the statement made in 1910 by one of their leading members, George Bernard Shaw that 'a part of eugenic politics would finally land us in the extensive use of lethal chambers.  A great many people would have to be put out of existence simply because it wasted other people's time to look after them.'  Similarly, H G Wells, raging against 'ill-bred, ill-trained swarms of inferior citizens', called for the 'sterilisation of failures'."

"The goal of an efficient, powerful, well-regulated public sector, guiding the life of the nation, has been the elusive dream of progressive politicians for more than one hundred years.  Indeed, there are striking similarities between Webb's vision of "National Efficiency" and both Harold Wilson's emphasis on state planning in the 1960s and Tony Blair's focus on "modernisation" in this century." *

*"New Labour's fixation with targets and league tables has an uncanny parallel in Webb's call for the Government to put all state bodies 'into honorary competition with one another by an annual investigation of municipal efficiency, working out their statistical excellence in drainage, water supply, paving, cleansing, watching and lighting, housing and hospital accommodation, and publicly classifying them all according to the results of the examination"
