I have strong anecdotal evidence which suggests that the Metropolitan
Police have emailed all police forces, telling them that complaints
against MPs over criminal matters relating to expenses ARE NOT TO BE
ACCEPTED from members of the public.

This seems to be a novel doctrine both with regards to the powers of the
Metropolitan Police and the immunities of members of Parliament.

I understand that Freedom of Information requests have been made for
disclosure of the emailed instructions but that this will take at least
twenty days for a response.

The normal rules are (1) If you know of an offence you are entitled (or
even bound in some cases)to report it and the police are bound to give
it due consideration and (if evidence is sufficient) investigation.

(2) If you are a victim of an offence, you are entitled to report it and
to have the same treatment as above. We are all victims of the
misappropriation of public funds.

The instruction appears to be that no such complaints must be recorded.

Bear in mind - It was the Metropolitan Police which produced the "Shoot
to kill" doctrine without any parliamentary sanction. They seem to be
quite ambitious for new powers. I cannot see that they have any
statutory power to INSTRUCT other police forces in the execution of
their duties.
