Principles of European law

"The constitutionalization of the EU adheres to the federal direction to a certain extent through the perception of the sovereign states as members together with their respective citizens. These sovereign states adhere to the federalism principle by conferring upon EU certain competencies directed towards the achievement of common goals[5]. The principle of conferral works through the transformation of national sovereign rights into an EU level binding law. The result is that states loose the right to decide independently or individually on areas covered by the transferred competencies involving the common goals. However, this does not mean that the states lose the competencies it is just that the application of these competencies has been entrusted to the EU institutions".

What's the difference??
