Brilliant-ish piece from The Mail on Sunday this week ... but it just can't bring itself to call it "Climategate".

CLIMATEGATE THREAD

What, asks Christopher Booker, in his column today, links the Copenhagen conference with the steelworks closing in Redcar?

The connection is Dr Rajendra Pachauri, the Indian railway engineer, who also happens to be the chairman of the UN's IPCC, which is holding its slugfest in Copenhagen at the moment. Before he became thus elevated, Pachauri was made in April 2001 Director-General of the Tata Energy Research Institute (TERI), after having become its Director and head in 1981.

As its name might imply, there is a link between the Institute and the Tata Group. But it is no casual link. TERI was actually set upby a consortium of Tata Group companies, initially operating from the Tata Group headquarters. That firm, incidentally, can trace its origins back to 1868, when its founder, Jamsetji Nusserwanji Tata, established a trading company in Bombay, dealing in opium.

But from its humble if profitable beginnings as an opium trader, the Tata group, of course, is now owner of Corus Steel, which two weeks ago mothballed the steelworks in Redcar, throwing 1,700 workers on the dole.

This is also the same Corus which, as we reported last week, potentially stands to make £1.2 billion over the next three years by cashing in on now surplus EU carbon credits given to the firm, plus cash paid through the Clean Development Mechanism (CDM), gained by transferring Redcar's steel production to India.

Tata stands to gain from the CDM from being allocated credits for notional carbon "savings"gained from investing in a new steel plant in the Indian province of Orissa. Coincidentally, this will initially produce 3 million tons of hot rolled steel – exactly the capacity of the mothballed Redcar plant.

In another "strange but true" coincidence, the CDM scheme – which was set up to implement the 1997 Kyoto Protocol - is administered by the UN, of which Pachauri is a senior official. He is also one of the main cheer-leaders for the carbon trading scheme represented by the CDM.

Of course there is absolutely no posiible suggestion – as Booker makes clear - that Pachauri benefits personally in any possible way from Tata's exploitation of the various carbon trading schemes set up, even if it is the IPCC which provides the recommendations which drive those schemes. That is just a coincidence.

Nor can the railway engineer help it if last year, on official figures, buying and selling the right to emit CO2 was worth $126 billion across the world. This market, now enriching many of our leading financial institutions (not to mention Al Gore), is growing so fast that within a few years it is predicted to be worth trillions, making carbon the most valuable traded commodity in the world. Pachauri just helps make it happen out of the kindness of his heart.

Nevertheless, Pachauri is clearly nervous of the connection between Tata and the institute it so generously established. Not only is there no mention of the connection on the institute's official web site, it is also curiously absent from Pachauri'spersonal website and his own carefully reworked cv, which can be downloaded from the site.

In fact, in yet another of those coincidences which seems to dog Pachauri, a year after he had been appointed chairman of the IPCC, the Tara Energy Research Institute was quietly renamed as The Energy Research Institute. The only overt link now is a listing of the politically safe(er) Tata Tea Limited – a wholly-owned division of the Tata Group – as one of the corporate sponsors.

Nevertheless, nothing had really changed. "We have not severed our past relationship with the Tatas. It's only (the change of name) for convenience," said communication manager Annapurna Vancheswaran back in January 2003.

However, the relabelling did leave the good doctor free to do his good works at the helm of the IPCC and TERI, without any obvious connection with Tata, thus allowing him to parade himself as a "scientist" rather than head of a multi-million dollar conglomerate set up by a multi-billion dollar conglomerate. And conglomerate TERI became. Pachauri has expanded his portfolio to become Director-General of The Energy and Resources Institute in the United States – an organisation which, through another of those curious coincidences, also bears the initials TERI.

One of the key directors of his US Board is Prof Timothy G Gregoire, who is J P Weyerhaeuser, Jr Professor of Forest Management, School of Forestry and Environmental Studies at Yale University. And in yet another of those coincidences, Dr Pachauri has just been nominated to lead the newly established Yale Climate and Energy Institute – at Yale University.

Sadly, there seems to be no end to these coincidences, as Dr Pachauri is also a trustee of another organisation, which just happens to be called TERI-Europe, with offices in Albert Grove, London. 

When in London, Pachauri doubtless meets up with fellow trustee Sir John Houghton, also a member of the IPCC, former Chief Executive at the Met Office and founder of the Hadley Centre – creator alongside the CRU of the hadCRUT temperature dataset on which the IPCC relies for its doom-laden warnings. And, to keep them company, they have another doyen of the climate industry, fellow trustee Sir Crispin Tickell GCMG KCVO.

But, in one more of those entirely coincidental coincidences, we see that TERI-Europe has been quite busy completing a study which will bring warm feelings to the redundant workers of Redcar. This was a study on "Developing clean development mechanism projects for renewable energy technologies" which – in another coincidence which will have the Redcar Redundants leaping with joy – was sponsored by Mr Miliband's Foreign and Commonwealth Office.

This is, of course, terribly, terribly convenient – if not coincidental – because in 2006, British Petroleum announced it was funding TERI in India to the tune of $9.4 million to produce bio-diesel from Jatropha Curcas, a non-edible oil bearing crop – which could benefit from a renewable CDM.

The project – prop Dr Rajendra Pachauri – was expected to take 10 years and would cultivate around 8,000 hectares of land currently designated as wasteland with Jatropha and install all the equipment necessary for seed crushing, oil extraction and processing - to produce 9 million litres of bio-diesel per annum.

A mere year later, Tata Chemicals – a wholly owned division of the Tata Group - announced plans to "foray into biodiesel", disclosing that it was already in talks for securing the required raw material from "several leading plantation groups" that were engaged in growing Jatropha and pongamia plants on a commercial scale.

That, without any possible doubt, just has to be a coincidence – just as is the fact that the closure of the Redcar plant will help the UK meet the emission reduction targets that are currently being negotiated under the aegis of Dr Pachauri in Copenhagen.

And all this becomes possible because Dr Pachauri's friends have performed a miracle of our time, transforming carbon dioxide, a gas upon which all life on earth depends, into a "pollutant", worth more than diamonds, let alone oil. Forget Big Oil writes Booker. The new world power is Big Carbon. And many of those now gathered in Copenhagen are making a great deal of money out of it. 

But, of course, Dr Pachauri is not one of them - absolutely not, no question of it ... quite improper even to think of the idea. Devil's Kitchen has got it totally wrong. Even if Pachauri's personal fortune (a closely-guarded secret) was well into seven figures - he is a "scientist". They have nothing to do with making money. Their only concern is with saving the planet. Believe me.

We did not need to rely entirely on "Climategate" or the meticulous work ofAnthony Watts and Steve McIntyre - plus the many other sceptic workers – to raise serious questions about climate science. For decades, many serious and honest scientists in the field have also been pointing out flaws in the climate monitoring system.

Only at the top end do we find unqualified confidence in the system. Thus, even as the "Climategate" controversy was intensifying, "superstars" of the profession such as CRU director Phil Jones were able to tell the BBC: "We have always been scrupulous in ensuring our science is robust and honest." 

At the heart of the controversy, of course, it the accuracy of the data on which climate scientists base their projections and, central to that is the accuracy of the surface temperature records – about which there have been expressed various degrees of reservation for some considerable time.

Most recently amongst those who are pointing out flaws in the system, we see the US Board on Atmospheric Sciences and Climate. While visibly, it supports the high-profile National Academiescampaign on global warming, behind the scenes its own members conducted a remarkable study of the US climate monitoring system, sponsored by a number of US government departments – including Nasa and the EPA.

From this study, it concluded that "all is not well" with atmospheric and related environmental observations. Overall, it found, "the status of US surface meteorological observation capabilities is energetic and chaotic, driven mainly by local needs without adequate coordination."

It terms of the "key baseline dataset for monitoring US climate" on which climate researchers rely for comparison with more recent data, in the US this is provided by the US Historical Climatology Network (USHCN). Predictably, the Network website claims that it is: "is a high-quality data set of daily and monthly records of basic meteorological variables from 1218 observing stations across the 48 contiguous United States."

However, most of the stations providing data are part of US Cooperative Observing Network – popularly known as the COOP (see top illustration) – on which there was an interesting reportpublished last year on experiences in Kentucky.

It found that the COOP network suffered from a number of shortcomings, including problems with sites that had poor instrument exposures and instruments that were not well calibrated or broken. In many cases, poor historical metadata and undocumented observing practices at individual sites made it difficult to assess the quality of observations.

Problems were not confined to temperature recording. In one case, researchers found a precipitation gauge located under a canopy. This station observed the longest period of "no precipitation" in Kentucky, yet was entered into the official climate record for the State.

During site visits, researchers also found temperature sensors located over a driveway and grilling stove, next to an asphalt parking lot and next to brick buildings. In another case, they found a sensor located at the bottom of a narrow creek valley where cold air could drain. This site reported the record low temperature for Kentucky. 

The report of this highly localised effect is especially interesting as it points out a variable which does not seem to be addressed when records are adjusted. This was highlighted by a group of researchers in 2005.

They noted that adjustments to data observed at pairs of climate stations have been recommended to remove the biases introduced by differences between the stations in time of observation, temperature instrumentation, latitude, and elevation. 

However, by then, a new network of climate stations, located in rural settings, allowed comparisons of temperatures for several pairs of stations without two of the biases (time of observation and instrumentation). The daily, monthly, and annual minimum, maximum, and mean temperatures were thus compared for five pairs of stations included in the US Climate Reference Network. 

Interestingly, the researchers found "significant differences" between the paired stations in the annual minimum, maximum, and mean temperatures for all five pairs, the results suggesting that "microclimate influences" had a significant effect on the recordings, potentially much greater than influences for which corrections had been undertaken.

Within the realms of adjustment, other researchers noted that the "homogenized" USHCN dataset contained several statistical adjustments. 

One of the adjustments, they observed, directly reflected the effect of instrument changes that occurred in the 1980s and about sixty percent of the station records were adjusted to reflect this instrument change, by use of separate constants applied universally to the monthly average maximum and minimum temperatures - regardless of month or location. 

However, in 2006 these researchers found that the magnitudes of bias due to the instrument change at individual stations range from less than −1.0°C to over +1.0°C and some stations showed no statistical discontinuities associated with instrument changes. Others showed a discontinuity for either maximum or minimum but not for both. Therefore, they concluded, the "universal constants" to adjust for instrument change in the USHCN were "not appropriate".

Yet such "universal" corrections are still variously applied to records, despite other studies which show that instrument biases can exhibit significant seasonal variability.

As for instrument changes, the transitional mercury in glass max-min thermometer is giving way to high technology and automatic electronic sensors. One system which is already in place is theAutomated Surface Observing System (ASOS) - illustrated above right. Deployment began in 1991 and the network was completed in 2004 with about 900 installations – mostly at airports, their primary purpose being to provide weather information for aviation. 

With placement problems even pointed up by officials, it neverthless takes Anthony Watts to highlight thesignificant influence of heat island effect. One airport site he examined yielded temperatures higher than a nearby desert location.

But other researchers have also pointed out significant instrument inaccuracies, with one report of a "self-heating error" regarded as "quite serious" as it could "make [the] temperature 0.5°C higher". Yet another official researchersuggested that ASOS could routinely deliver temperatures higher than previous equipment. This gelled withanother study, which also demonstrated that the air temperature error varied greatly depending on wind speed and shield type, ranging from +5° to nearly +20°C at the lowest wind speeds. 

The multiple-plate radiation shields (illustrated below right) of the type used with the ASOS equipment usually had air temperature errors of about 0.5°–1°C but they sometimes reached nearly 2.0°C during the daytime. Furthermore, a change from one type of shield to another, the researchers observed, caused systematic changes in the air temperature biases. And, to complicate the issue further, the errors can differ according to the surfaces on which the equipment is placed.

These errors are known in the jargon as "inhomogeneities". Dataset compilers have developed statistical methods to identify and account for the changes, as a result of which adjusted figures are claimed to show trends and variability in climate and not the presence of non-climatic bias. However, even NOAA researchers admit that "traditional" inhomogeneity detection schemes have a limited ability to detect discontinuities that have occurred in ASOS station commissioning.

Although new statistical techniques are being developed to remove these "inhomogeneities", as the gap between the raw data and the final product becomes greater and greater. This in turn opens the way for other biases and inaccuracies. 

When there is no direct relationship between the raw data and the end product, trust in the good faith of the researchers becomes absolutely essential. And it was this, already shaky, that was destroyed with "Climategate".

But the doubt is by no means confined to the activists. A narrative produced by the University of Wyoming notes that in its home state, because it is mostly rural with minimal contamination of its climate record, temperature and precipitation trends during the past 70 years have shown only the weakest indication of change. 

As to whether the US Climate Reference Network has experienced any significant climate changes, the narrator observes gently (perhaps with some irony, that "these high quality weather stations" are located so that the effects of urbanization or other land-use changes in the vicinity of these stations are held to a minimum. 

"However," he adds, "this has not always been successfully achieved." Some of these stations have been relocated over time and a correction factor to tie both locations to a similar climatology "may have been incomplete." 

As we noted earlier, however, climate researchers are basing their predictions of doom not on gross observable changes but on minuscule differences in temperature amounting to a fraction of one degree, to the accuracy of two places of decimals.

Of the situation in the US – one of the best and most comprehensive in the world – we see errors of the order of several magnitudes greater than the differences the researchers purport to be able to measure. And that is without factoring in the rest of the world, huge gaps in data and massive discontinuities in the historical record.

In what is acknowledged to be a chaotic system, there is, as one commentator observes, a situation where the precision exceeds the accuracy – this is false precision.

Where the activists are clamouring to keep the supposed rise in global temperature to below 2°C, it must be highly questionable whether the monitoring system is actually capable of detecting a change that small. The climate figures are a sick joke.

Richard Muller in the Wall Street Journal points out that massive emission cuts by Western economies are irrelevant. The growth in emissions comes from the developing countries.

And, as an example of the sleight of hand in which the Copenhagen negotiators are indulging, we are reminded that China, which is responsible for the most rapid growth in emissions, is only offering a reduction in intensity. Translated, that means lower emissions per unit of GDP.

With a ten percent annual growth in China's economy, a four percent cut in "intensity" is actually a six percent annual increase in emissions. India and other developing countries have similar CO2 growth. That six percent yearly increase is shown in the above chart.

All of this, however, misses the point. The really urgent need for China (and India) is to reduce real pollutants, which are having a devastating impact on agriculture and the health of its population – as well as a significant effect on the regional climate. Chasing after wholly irrelevant CO2 levels represents a massive and criminal diversion of resources.

To that extent, not only are the Western economies irrelevant, so is Western climate "science". And even our politics are irrelevant. While the likes of the EU and the US are offering real cuts in CO2 emissions and taking flak for not offering enough, all China is offering is a reduced rate of increase, yet has the approval of the greenies.

The developed world is rapidly becoming irrelevant, writes Muller. But it is a self-inflicted wound. We are committing collective suicide.
