Democracy in Action PM Netanyahu includes 
Cave of the Patriarchs in list of national heritage sites

Prime Minister Binyamin Netanyahu announcement at today's cabinet meeting 
that the Cave of the Patriarchs in Hebron and Rachel's Tomb in Bethlehem 
will be included on the list of heritage sites marked for state renovation 
and preservation was an encouraging example of responsiveness to the 
concerns of constituents.

Given how much Mr. Netanyahu has on his "plate" it is very possible that he 
had nothing to do with the earlier decision by the team handling the project 
not to include these major biblical sites on the list.

When news of the exclusion of the Cave of the Patriarchs and Rachel's Tomb 
broke last Thursday a broad range of groups - both in the Knesset and 
outside - took up the cause.

But with only days before the announcement, and the excuse from the PM's 
Office that the list was "tentative" and could be changed in the future, 
there was the possibility that the protests would be ignored.

And then this morning, Cabinet Secretary Tzvi Hauser in a live interview on 
Israel Radio went so far as to defend the exclusion of these major sites, 
implying that diplomatic considerations had to be taken into account.

But again.  That's not what happened in the end.

Netanyahu's staff might excuse the move to the press.  But Binyamin 
Netanyahu took the high road when he found this gross error on his desk.

Many times in our cynicism, we dismiss the "if the czar only knew" excuse 
for a mistaken policy.

In this case, and in particular in light of the tremendous burden Prime 
Minister Netanyahu is bearing, this could very well be the case.

The message for the future?

When a mistake is in the offing, don't remain silent.

Don't assume that the people at the very top are either fully aware - or 
fully committed - to the faulty decision.

Score one for democracy in action.
