Owners of all breeds would also have to buy third-party insurance in case their pet attacked someone, and pay for the insertion of a microchip in their animal recording their name and address. The proposals are among a range of measures to overhaul dog laws in England and Wales being considered by senior Ministers, who are expected to announce a public consultation within weeks.' Since then reports of strange sights in the skies sent to the MoD have been kept for 30 days before being thrown out, the newly released policy document shows. The stance was adopted so defence officials would not have to publish the information in response to freedom of information (FoI) requests or pass it to the National Archives. The memo, dated November 11, 2009, sets out the MoD's reasons for shutting its UFO unit and ceasing to invite the public to send in details of sightings. It notes that the number of reports the department received soared last year, taking up extra resources and diverting staff from ''more valuable'' defence-related activities.' Professor John Beddington and his wife, Caroline, are joint shareholders in Marine Resources Assessment Group (MRAG), a London-based consultancy that manages fisheries and provides specialist advice around the world. Conservationists claim that a fishery managed by the company in British territorial waters in the Indian Ocean has been catching threatened species including blue sharks and manta rays. It is estimated that between 2003 and 2008 more than 120,000 were caught as “bycatch” from commercial tuna fishing.' The sharp change of direction demonstrates the extent to which the cap-and-trade strategy — allowing facilities to buy and sell pollution credits in order to meet a national limit on greenhouse gas emissions — has become political poison. In a private meeting with several environmental leaders on Wednesday, according to participants, Sen. Lindsey O. Graham (R-S.C.), declared, “Cap-and-trade is dead".' The program is dubbed “Operation Exodus,” inspired in part from the Book of Exodus in the Bible. Parish Sheriff Larry Deen told the newspaper the “buck stops” with him. “The liability stops with Larry Deen. I am the chief law enforcement officer in this parish, and it is incumbent upon me [to] protect all of the people in it,” the officer said, referring to himself in the third person. Diplomats are increasingly worried that amid the turf wars there is a danger of Brussels "mission creep" as squabbling EU chiefs try to enlarge their empires at the expense of each other and national sovereignty. National governments, led by Germany, are incensed by an attempt by Mr Van Rompuy to take on new powers he claims were agreed at an informal summit two weeks ago.' A small group of Canadian political insiders saw the opportunity to earn massive profits for themselves from the export of Canada's fresh water and set about on a fraudulent and corrupt scheme to capture for themselves an illegal water export monopoly so they could line their pockets with revenues from the sale of Canadian public assests and gouge American consumers.' Sunday, 28 February 2010 08:45 Can HAARP really cause the killer quakes happening currently? Sunday, 28 February 2010 08:33 'Well, it points out the nature of the threat. It turned out to be a false threat under the circumstances. But as we've learned in the intelligence community, we had something called -- and we have James Woolsey here [*puke*] to perhaps even address this question about phantom moles. The mere fear that there is a mole within an agency can set off a chain reaction and a hunt for that particular mole which can paralyze the agency for weeks and months and years even, in a search. The same thing is true about just the false scare of a threat of using some kind of a chemical weapon or a biological one. There are some reports, for example, that some countries have been trying to construct something like an Ebola Virus [OMG! Who would do such a thing?], and that would be a very dangerous phenomenon, to say the least. Alvin Toeffler has written about this in terms of some scientists in their laboratories trying to devise certain types of pathogens that would be ethnic specific so that they could just eliminate certain ethnic groups and races; and others [LOL!] are designing some sort of engineering, some sort of insects that can destroy specific crops. Others are engaging even in an eco- type of terrorism whereby they can alter the climate, set off earthquakes, volcanoes remotely through the use of electromagnetic waves. Just switch 'yours,' 'others' and 'they' with 'U.S.,' 'U.S.' and 'U.S.' This was in 1997. Imagine, after eight years of George W. Bush turbo-funding these dirtbags -- what they can do now.' Sunday, 28 February 2010 08:24 'The more people like me speak out about this, the more will scratch their heads and go, “No way!” or “You’re an idiot, Garner!” or, worst of all, “You’re not an American!” I’ve heard this crap before, and it always comes from ignorant souls who just don’t understand how the political and economic systems work in the western world. After more than 30 years of anecdotal research, connecting thousands of dots across an endless sky, a distinct pattern begins to emerge, something I’ll share a bit with you here. First, there’re other brave souls out there who also have researched this contentious topic, and have drawn similar conclusions. And we’ve all done so independently, which makes our conclusions all the more striking. I’ve said this before and it bears repeating: the evil family Rothschild, which controls what I term The First Sphere of Influence in the western world, hides in plain sight. They even flaunt their wealth and control and power over us with such arrogance and contempt that it cannot be ignored, even by like-minded people as they. Where shall I start?' But while Scotland and North America are still swept by blizzards, in their worst winter for decades, there has been something of a lull in the global warming storm – after three months when the IPCC and Dr Pachauri were themselves battered by almost daily blizzards of new scandals and revelations. And one reason for this lull is that the real message of all the scandals has been lost. The chief defence offered by the warmists to all those revelations centred on the IPCC's last 2007 report is that they were only a few marginal mistakes scattered through a vast, 3,000-page document. OK, they say, it might have been wrong to predict that the Himalayan glaciers would melt by 2035; that global warming was about to destroy 40 per cent of the Amazon rainforest and cut African crop yields by 50 per cent; that sea levels were rising dangerously; that hurricanes, droughts and other "extreme weather events" were getting worse. These were a handful of isolated errors in a massive report; behind them the mighty edifice of global warming orthodoxy remains unscathed. The "science is settled", the "consensus" is intact.'

Deen’s plan is to protect Bossier Parish’s vital resources, like food and gasoline, in the event of a catastrophic event, such as war or a terrorist attack. Deen said he had been thinking of the plan since the terrorist attacks of Sept. 11, 2001, reports Drew Pierson. Under Deen’s plan, the police will use volunteers, supplemented with active public safety personnel, that will be dispatched to vital areas in Bossier to protect them from looters and rioters. Deen listed as examples grocery stores, gas stations, hospitals and other public meeting places.
Police volunteers will have access to a .50-caliber machine gun to put down looters and rioters.
Instead of normal riot equipment such as shields and batons, the volunteers will be armed with shotguns and have access to a .50-caliber machine gun mounted on a vehicle dubbed “the war wagon.” On February 20, the volunteers were trained in hand-to-hand combat techniques.'
Germany and France backed his candidature on the understanding he would act as an EU "chairman" rather than a high-profile leader.
But the introduction of the Lisbon Treaty has triggered bitter in-fighting between Mr Van Rompuy, Baroness Ashton, the foreign minister, and the Commission over who is in charge of representing Europe on the global stage.
