During the late 1930s the program failed to pull America out of depression. Unemployment in 1939 was 17.4% and in 1940 it was 16.2%, hardly the results hoped for and anticipated. The result was WWII. On Tuesday, US President Barack Obama authorized the deployment of up to 1,200 additional troops to border areas to fight the drug cartels, but State Department spokesman Philip Crowley told reporters, "It's not about immigration."
