The raw material is NOT *easily*extracted.
There would need to be a whole new infrastructure built to
accomplish what the author wants to achieve.
As with all the other schemes out there today, one is talking trillions of dollars.
Again,who will pay for it now that anyone with the technology and desire to do
it is broke?
It is not cost effective to trash the whole system you have now and build a completely new one and that sounds like what he is proposing: building "sustainable" (like windpower) energy producers topower all the new
machines to extract water and CO2 to make the new fuels he envisions.
Simply not going to happen.
