One of the key proposals coming out of Brussels is the creation of three new supervisors to oversee banking, insurance and securities markets in the EU. The European Securities and Markets Authority (ESMA), one of the new bodies established by the legislation, could be given far-reaching powers to impose technical standards, or take actions in 'emergency situations', including limiting the use of leverage or short-selling. Is the creation of a new EU supervisor the right response to the financial crisis? How will ESMA impact on the authority of the UK's national regulators? What will another layer of supervision mean for the City of London? Open Europe and Policy Exchange are delighted to bring together some of the key people involved in this debate to examine the arguments for and against greater harmonisation of securities regulation in Europe.
