Special Dispatch No. 3263 - A Gift for Al-Shabab: Images of U.S. Base in Djibouti On September 25, 2010, in a short post on the Al-Shumukh web forum, a user provides two images of an alleged U.S. army base in Djibouti, to serve as a possible target for the Somali-based jihadist group Al-Shabab. The post, titled "A Gift to the Al-Shabab Al-Mujahideen Movement… Images of the American Base in Djibouti," says that the photos are from Google Maps; the base's coordinates, it says, were provided by a "trustworthy brother." Special Dispatch No. 3264 - A Call to American and European Muslims to Carry Out Autonomous Jihadi Operations - With Instructions for Making Car Bombs On September 24, 2010, a call for Muslims living in the West to execute autonomist jihadi operations was posted on one of the jihadi web forums. The post, aimed specifically at Muslims living in the U.S. and Europe, consisted of detailed instructions for making a car bomb – with a reference to the failed Times Square attack. The post, on the Shumukh Al-Islam forum, was titled "To the Brothers in the West: Autonomous Jihad is the Means for an Absolute Victory." The post begins with an introduction that includes a call for Muslims living in the West to wage jihad. This is followed by the car-bomb instructions. Following are excerpts from the introduction: "Dear brothers, this [post] is a basic lesson on how to booby-trap a car using simple and available material found in any household… This lesson is directed especially at the brothers [living] in America and Europe – [brothers] who are [considered] the sharp spearhead in the battle against the Crusader enemy. And if any of them [i.e. Muslims in the West] can carry out a major operation in one of the European cities [in a country] that is participating in the war against the Muslims, it might result in that country's withdrawal from the war – as we witnessed with Spain's withdrawal from Iraq after the blessed Madrid attacks. "Oh Muslim brothers living in the West, everything that is beneficial to you has significance and [therefore] should not be dismissed.
