Japanese Korean Community Fugitives Suspected of Aiding Pyongyang's Nuclear Proliferation Program

China Confidential has learned that the pro-Pyongyang General Association of Korean Residents in Japan--an organization commonly called Chongryon--is increasingly suspected of illegally assisting North Korea's Stalinist/Kimist regime.

Chongryon has functioned as the North's de facto embassy in Japan, as there are no diplomatic relations between the two states.

International intelligence and law enforcement agencies are especially interested in Chongyron members who have fled Japan after being arrested and accused of such seemingly non-political crimes as tax evasion and fraud. Some of these fugitives, known to be living in Macau and other Asian luxury resorts, are believed to be deeply involved in funneling funds to North Korea's Nazi-like State Security Department, which reports directly to the supreme Dear Leader Kim Jong Il.

The State Security Department is North Korea's Gestapo--a dreaded secret police organization that is involved in the operation of the country's concentration camps and in smuggling and other activities related to the regime's lucrative partnership in nuclear/missile crimes with Islamist Iran.
