The Oxford English Dictionary defintion of Technocracy, is rather helpful
1. Government or control by an elite of technical experts; (also) a doctrine or theory advocating this.
Technocracy Inc. is a North American organization established in 1932-3 with the aim of promoting a system of social and economic organization in which energy is the measure and control of an economy, as an alternative to capitalism.
