Coming to a city near you

Less-than-lethal-weapons are in fact lethal, can cripple and can create intense pain.  Inspired by the attack on the USS Cole, military contractors came up with a sound cannon.  It's loud enough to shatter ear drums and now it's being used discriminately throughout the US. There are no laws that regulate its use and the only limit on further abuses appear the budget of the Department of Homeland Security which would like to give them away like candy.
