EU'S GLOBAL ROLE

The EU as a global actor in the UN reform process (N.Ronzitti, N.Pirozzi)

This two-year research project is focused on the role of the European Union in the United Nations reform process, looking both at previous efforts and at current trends. The research is conducted together with the University of Kiel (Germany) and entails the establishment of two working groups, composed of experts and high-level political stakeholders, who are called upon to address the issue of Security Council reform (Working Group I) and cooperation between the EU and the UN in the fields of peacekeeping, peace-enforcing and peace-building (Working Group II). The project is financed by the Volkswagen Stiftung.
The launching conference of the project was held in Rome on 19 March 19, 2009. Two meetings of WG II, coordinated by the University of Kiel, were held in Berlin on October 8-9, 2009 and March 29-30, 2010. Two meetings of WG I were organised in Rome by IAI on November 12-13, 2009 (
programme and report) and May 13-14, 2010 (programme and report). During the last event, two papers by N. Ronzitti (pdf) and N. Pirozzi (pdf) and a background note by E. Martini were presented. The papers and reports produced by the working groups will be collected in a final publication and available on the project website. The closing event of the project will be held in Berlin on July 7-8, 2011.


Towards a European seat in the UN Security Council? (N.Ronzitti, N.Pirozzi)
The objective of this research project is twofold: 1) to analyse the possible role of the European Union in the reform process of the UN Security Council, with particular reference to the ongoing intergovernmental negotiations in New York; 2) to assess the future perspectives opened by the Lisbon Treaty for an enhanced presence of the EU within the Security Council, including the gradual establishment of a European seat. The IAI is co-sponsor of the initiative, launched by the Global Policy Forum in New York, together with the Dag Hammarskjold Foundation and the Stiftung Entwicklung und Frieden. The research paper "The European Union and the reform of the UN Security Council: Towards a new regionalism?" produced by N. Ronzitti and N. Pirozzi will be presented at an international conference, which will be held in Brussels on May 23-25, 2011.
