 The recent surge in Palestinian terrorism behooves Israel to revisit the fundamentals of counter-terrorism. For example, the most effective defense against terrorism – operationally, financially and morally – is not retaliation and a limited, surgical offensive, but a comprehensive, decisive, sustained and disproportionate preemptive ground offensive, which aims to obliterate terror infrastructures and capabilities, and bring the enemy to submission. A decisive defeat of terrorism requires a victory over – and not coexistence or ceasefire agreements with – terrorism; uprooting – and not just stopping – terrorism.

 Hamas Breaks Its Ceasefire 14 Times in 24 Hours underscores the fact that the Islamic “religion,” at least as practiced in the Middle East, is unique among the world’s religions in its sanction and approval of lying and murder. Abuse of flags of truce (e.g. firing from behind a white flag) and similar devices was once known as perfidy and was punishable by death on the spot for the perpetrator. Hamas has repeated its past performance of declaring a ceasefire and immediately breaking it, firing more than a dozen more rockets and mortar shells on southern Israel Sunday night and Monday morning.     As stated by the Lieber Code, “the common law of war allows even capital punishment for clandestine or treacherous attempts to injure an enemy, because they are so dangerous, and it is difficult to guard against them.” In other words, Hamas, under color of ISLAM (I Steal, Lie,... by Bill Levinson Thomas Hobbes’ Leviathan lays out in a single paragraph the rationale behind vigilantism, in which citizens who do not enjoy the protection of rule of law band together to keep order themselves. The basic premise is that, no matter how strong an individual bandit or even group of bandits might be, the honest man can “by confederacy with others that are in the same danger as himself” destroy the bandit or gang in question. One rocket in the pre-dawn hours hit a building in the Eshkol region, adjacent to Gaza, causing damage but no injuries. The Israeli Security Cabinet Monday morning stated that the ceasefire is one-sided and that the IDF will continue to attack to stop missile launches. It added that Israel will respond to any more rocket and mortar shell attacks with “pinpoint” retaliation. The government decision precludes a full-scale ground operation into Gaza, which the opposition Kadima party has demanded.

 Israel’s will to react firmly to this provocation will signal whether we retain the ability to deter Hamas from future attacks.  Despite the significant increase in rocket fire from the Gaza Strip, the Israeli government has not yet allocated independent funding for the procurement of additional batteries of the Iron Dome counter-rocket defense system. The IAF Air Defense Division currently operates two Iron Dome batteries which are deployed in the South – one near Beersheba and another near Ashkelon. The two batteries have intercepted over 15 rockets fired into the South since the attacks near Eilat on Thursday.
 The IAF is expected to receive a third Iron Dome battery by the beginning of October. In July, Rafael Advanced Defense Systems received an order from the Defense Ministry for three more batteries and associated equipment and interceptors, to be purchased with $205 million given to Israel by the US.
