Well, Mr Cameron, if my neighbour is beligerent and has 'borrowed' large amounts of money from me which I'm unlikely to get back, and then used it to set his own house on fire, which then threatens to set my house on fire too, I might just save my own house first and protect my remaining assets.
Either way, I would not risk running into my neighbours house and burning to death with him.
Or is that your real agenda, Mr Cameron?
