The Silent Anschluss
Made me think of the Ottoman Public Debt Administration. Established in 1881, it was attached to the Sublime Port like any other ministry. Revenue from a number of districts was assigned to debt service and in some cases it was collected by foreign banks who were better at tax work than the Ottoman civil service itself. The Greeks will come to hate this but how else can the Germans be persuaded to pour more money into the Greek economy?
