Urgent Action Required

William Cash: The Minister for Europe has placed a letter in the House of Commons Library, which is addressed by the permanent representative of the UK representation to the EU to the secretary-general of the Council of the European Union, and raises the question of the legality of the treaty on stability, co-ordination and governance, which was signed on 30 January. It states that the United Kingdom

“must reserve our position on the proposed treaty and its use of the institutions”.

In the circumstances, and given that I and others have raised the fact that there are serious questions about the nature and lawfulness of that treaty, and given that the Government appear to share the concerns on that issue, will the Leader of the House agree to have a debate in Government time for at least three hours next week to discuss the nature and lawfulness of that treaty?

George Young (Leader of the House of Commons, House of Commons; North West Hampshire, Conservative): I understand the concern that my hon. Friend has expressed. I have just announced the business for next week and, sadly, there is not an opportunity to raise the specific issue to which he has referred. I cannot guarantee to find time in the near future for his request, but there may be other opportunities for him to raise European business on the Floor of the House as he has done on many occasions in recent weeks.

Of course, there is also the opportunity of debates in Westminster Hall or through the Backbench Business Committee in this Chamber.

My Commont awaiting moderation


As I read this TREATY, if Mr Cameron signs it-it will affect all 27 states. If he does not sign it, and only the Euro Area states sign it then it alters-without doubt- the Treaty of Lisbon which all 27 States have signed.

It also proves beyond doubt when I read this, "BEARING IN MIND that the Heads of State or Government of the euro area Member States agreed on 9 December 2011 on a reinforced architecture for Economic and Monetary Union, building upon the European Union Treaties and facilitating the implementation of measures taken on the basis of Articles 121, 126 and 136 of the Treaty on the Functioning of the European Union," it becomes obvious that it is impossible for us to remain in what is to become a complete State of European Union. It would be impossible to remain part of the EU while the rest are forging ahead to a complete State of Union.

The Government of this Country has been giving the people's money to bail out the euro-zone thus far, while the people that contribute their money through taxes still have to pay the same amount even though many are losing their jobs, some even their homes and being forced to pay more for everything they can afford to buy.

If there is no debate on this matter-if there is no time for a debate on this important matter- then this Treaty must not be signed by any UK MP until it has been put before the people of this Country.

This paragraph makes clear that ALL 27 States are meant to ratify it. "BEARING IN MIND that the objective of the Heads of State or Government of the euro area Member States and of other Member States of the European Union is to incorporate the provisions of this Treaty as soon as possible into the Treaties on which the European Union is founded,"

If there is time to sign THAT, there is time to put it before the people that voted for them to be in Government and sadly-in spite of the people’s money worries, they still have to contribute to all their MP’s pay.

The people are not going to take kindly to being duped once again.

Please convey to Mr Young, and with the greatest respect, he must make time, because this TREATY affects all the people in this Country and not just the Euro Area.
