Subject: Referendum on EU treaty change

I've started an e-petition calling for a referendum on the radical EU treaty change quietly agreed through European Council Decision 2011/199/EU of March 25th 2011.
 
The e-petition is here:

and it reads as follows:
 
"That notwithstanding any provision of the European Union Act 2011 the planned European Union (Approval of Treaty Amendment Decision) Bill should include provision for a UK referendum on the relevant EU treaty change, that agreed by EU leaders through European Council Decision 2011/199/EU of March 25th 2011."
 
The introductory phrase alludes to the fact that on October 13th 2010 Hague invoked his so-called "referendum lock" to deny us a referendum on the EU treaty change, which is appended to this statement he laid before Parliament:
