What is not in the Consultation Paper regarding the flying of flags. July 2006

You will not find mention of the changes to the Rules of flying of Flags in the titles of  Government documents, for these changes are deep inside the documents and in one, preference is given to advertisements on the road sides etc.  Words fail me as to what name to give to Government's that would give the same status to the European Union flag that it gives to the United Kingdom's national flag?  They do not even have the guts to say that all this is about flying the EU flag. 

Without America's involvement in the last war, the outcome might have been somewhat different, yet I would not agree to the American flag being given the same status as our national flag. Respect for it but not the same status.

'Ridiculous laws' The rule changes will allow national flags to be flown without permission however they are displayed. It will also apply to international flags, such as the EU, UN or commonwealth flags.
"The regulations on flags are currently woefully out-of-date and far too bureaucratic," said Ms Cooper. 

"It is ridiculous that someone could be prosecuted for displaying their national flag."
She added: "As the World Cup demonstrated, many people want to show their support for their national team and they should be able to do so without fear of prosecution.

" She did not mention the changes below that are NOT in the consultation paper.  (A consultation paper is just that, it is not binding on the Government)

Those words by Ms Cooper give the impression to people that the freedom to fly our national flag when we want is great, and would agree to this great freedom they are suddenly going to have to fly their own national flag.  What a shock for the people that voted to agree to what they thought was this freedom to fly their own National flag and to wake up one morning to see the European Union flag flying along side our Union Flag ALL THE TIME.

This is really what these changes are all about.  The people are being 'duped' once again.  The Government did not even have the guts to put this news into the same document, it was written in a completely separate document which I went searching for because I knew this Government loves and will do anything to further deeper integration into the Union even though it is at a dreadful cost to this our country now and for future generations.  The Government “Welcomes” most of what the EU puts forward, and may even “Welcome” giving up our veto on Justice and Home Affairs. The people may never forgive them if they do that.  The Government allegedly wants “Respect”?  When a government dare not be straightforward with the people that voted them into power, they know they are doing something the vast majority of people would not agree to. They do not care though what the people think, perhaps they never did.  They just care about the EU and being closer to “Europe” and trying forever to find that damnable level playing field.

There are "consultation" papers set out for people to make known their thoughts on flag flying, to change the (Royal) protocol that has been in place for many, many years regarding the flying of our national flags.
Protocol: Where three flag poles are on or near government buildings, the Union Flag (Union jack) takes the highest flag pole, the flag of St George on the next highest and another flag may be flown from the smallest, some times the “County Flag”.  

If there are only two flag poles and the protocol remains the same as for the instructions for the first two flags.  Only one flag pole, then it must be the Flag of the United Kingdom only.

Yet the “Consultation” Document gives the impression that it is all about more freedom to hoist our own national flag.

The following is from the immediate document above,

"There are six new proposals which were not in the consultation paper. We recommend that all should be adopted and amendments made to the Regulations. Requisition for information notice – Regulation 8 Adopt the new proposal to require local planning authorities to serve a requisition for information notice (under s330 of the Town and Country Planning Act 1990) to clarify who has an interest in the site before they serve a discontinuance notice under Regulation 8. This will alert authorities if the poster site has been transferred to a different poster company and enable the discontinuance notice to be served correctly.

Balloon advertisements – Schedule 3, Class 15

Adopt the new proposal to remove balloon advertisements from Schedule 2 of the 1992 Regulations and insert them in a new deemed consent Class 15 in Schedule 3. Balloon production techniques have become more sophisticated raising serious amenity and safety considerations. We consider that balloon advertisements, provided they comply with certain conditions and limitations, should be allowed to be displayed with deemed consent.

An advertisement relating specifically to a pending Parliamentary, European Parliamentary or local government election – Schedule 1, Class E Adopt the new proposal to add advertisements relating specifically to a referendum to this Class so that they may be displayed without consent.

National Flags – Schedule 1, Class H

Adopt the new proposal that as well as national flags being flown without having to apply for consent, the European flag should also be included in Class H.

The ‘consultation document’ put forward for us to agree to the ‘freedom’ to hoist our own Royal flag at any time without permission does not mention that this ‘freedom’ will apply to the European Union flag also.
People like myself have fought to have our Flag of England hoisted on St George’s Day, sometimes refused by the Wolverhampton Council, however, no doubt the EU flag will be flown on any day of the week after this legislation goes through.

Yet Ms Cooper did not mention that the new rules for the flying of the EU flag would be going ahead any way and were NOT in the Consultation paper.  I wonder why?

Further to my letter on flying he EU flag, I now offer further points, if I may? There is at present a certain Protocol on flying our flags from government buildings: Where three flag poles are on or near government buildings, the (Royal) Union Flag (Union Jack) takes the highest flag pole, the flag of St George (in England) on the next highest and another flag may be flown from the smallest.  Only two flagpoles and the protocol remains the same as for the instructions for the first two flags.  Only one flag pole, then it must be the Flag of the United Kingdom only.

Changing the EU flag to Class “H” status actually downgrades our own national flag, for the UK flag at present “stands alone” and takes precedence over the other nation’s flags in our Union.  To put any flag on an allegedly ‘equal status’ automatically knocks the UK flag off its pedestal.

The United Nations has a flag, yet we are not overly encouraged to display that flag along side our National Flag or give it the same status as our own flag, for no provision or separate mention is made for the UN Flag in similar fashion to the EU flag in the RRA document even though it is mentioned that ‘may’ be so, in the Consultation document. However, under Class H in the ‘Draft’ of July 2006 “Town and Country Planning, ENGLAND it states, “Any Country’s national flag; the flag of the European Union, the Commonwealth Flag and the flag of the United Nations.  As a “Draft” it may well be subject to change.

Without America's involvement in the last war, the outcome to that war might have been very different. I doubt our men folk would ever have seen their loved ones again for concentration camps were still in operation at that time, yet I would not agree to the American flag being given the same status as our national flag.

Perhaps if/when the EU flag is flown from every window, every flag pole, and baring in mind the nature of things in the European Union, that same European Union will eventually require (or insist through EU Legislation) that the EU flag must become the major flag of this country and all the other Member States in the Union, for the Union will not be content until their flag takes precedence over all "National" flags, in the same way it was made very clear (and for the very first time, ‘openly’) in the proposed EU Constitution that ‘it’ took precedence over our longstanding Common Law Constitution to which of course the people can never legally/lawfully agree to.

This matter I believe, should be for Her Majesty, Queen Elizabeth II and Her Heirs to decide.  Her Ministers should do absolutely nothing to ‘hurt’, undermine, demean or embarrass Her Majesty or Her standing either in this Country, Commonwealth or ‘abroad’.

There will indeed be a change in the status of the United Kingdom flag should the EU flag be given Class “H” (equal status) which will in turn affect all the members of the Commonwealth.
