The writer of the following interrogatories respectfully requests answers from PA President Abbas or any organization that espouses the concept that Israel should return to the 1967 borders.
1. Admit or deny that the PLO in its 1964 Charter declared that the establishment of Israel was illegal and void and that armed resistance would be used until Palestine was liberated (I.e. Israel was destroyed.)
2. Admit or deny that the 1964 Charter and the PLO were created three (3) years before Israel took control of the West Bank in the 1967 War.
3. Admit or deny that clause 24 of the 1964 PLO Charter specifically excluded Jordan's control of the West Bank and Egypt's control of Gaza from the PLO's definition of the areas to be "liberated" under the 1964 PLO Charter.
4. Admit or deny that in 1968, after the 1967War, the PLO amended its 1964 Charter to specifically include the areas of the West Bank and Gaza into the definition of the areas to be "liberated.?
5. Admit or deny that Clause 33 of the now amended 1968 PLO Charter clearly states that 2/3rds of the members of the Palestinian National Council (PNC) must approve any amendment to the text of the 1968 PLO Charter.
6. Admit or deny that the September 1993 Arafat letter to PM Rabin did not, and could not, annul any specific provisions of the 1968 PLO Charter without the 2/3rds approval of the PNC.
7. Admit or deny that the April 1996 PNC resolution contained the following operative two clauses:
First: Amending the Palestinian National Charter, and canceling articles opposing the exchanged letters between PLO and the Israeli government on September 9 and 10, 1993.
Second: The PNC assigns the legal committee the responsibility of rewording the Palestinian National Charter; which will later be presented to the Palestinian Central Council (PCC) during its first meeting.
8. Admit or deny that no specific PLO Charter clauses were annulled by this 1996 PNC resolution.
9. Admit or deny that there is no record that the legal committee was ever formed pursuant clause #2 of the April 1996 Palestinian national Council (PNC) resolution.
10. Admit or deny that there is no record that a new charter was ever presented to the PCC.
11. Admit or deny that the statements contained in the January 1998 Arafat letter to US Pres. Clinton, that specific clauses of the 1968 PLO Charter which allegedly annulled by the April 1996 Resolution were false.
12. Admit or deny that the December 14, 1998 vote by the Palestinian Leadership affirming the Arafat January 1998 letter to US Pres. Bill Clinton only affirmed the letter's contents, and did not act as an amendment of the 1968 PLO Charter.
13. Admit or deny that the 1968 PLO Charter is still in full force and effect.
Admit or deny that no annulment of any specific clause of the 1968 PLO Charter has ever been published by the PNC or any other Palestinian

Dear Editor,
Mahmoud Abbas stated that he would like to visit Safed where he was born in 1935, but he would not want to live there because it is Israel.
Abbas later said that he was speaking for himself, and not about giving up the rights of anybody else. The “refugees” are a sacred matter that could be resolved only as part of a larger agreement through negotiations.
Predicated upon the Palestinian leadership’s failure to adhere to their absolute obligation to annul their “Junior Koran” Charter pursuant to the Oslo peace accords, I suggest that the following should be done before there is any meeting between Abbas and Israel: the 1968 PLO Charter, the 1965 Fatah Constitution, the 1988 Hamas Charter, and the 1974 and 1977 Palestinian National Council resolutions, must all be unequivocally annulled.
If these nullifications are properly executed and publicized in Arabic, Israel will meet with the Palestinian leadership with no preconditions.
Best regards,
William K. Langfan
