David stands at history’s threshold :
In the light of what we know (and some even acknowledge) regarding the shameful events surrounding and leading to Heath's signing of the Treaty of Rome, David Cameron can only say one thing in his speech tomorrow, and it is  :

"At this moment in time, and in my premiership, and this nations history,  it is imperative, and sadly long overdue, that my party acknowledge the pivotal role played by senior Conservative ministers and others, in events leading to the signing of the Treaty of Rome and Britain’s entry into the Common Market.
The evidence of time has revealed, that much that transpired, fell far short of the standards of openness and parliamentary integrity that the electorate has a right to expect.
The obligation to : represent the people and defend the realm and respect constitutional precedent, were not fulfilled.
Therefore, I have no honourable alternative, other than to provide the British people with the means to withdraw from its unsound association, with the European Union.
My government will make arrangements for this to take place without delay!"

Few British Prime Ministers have stood, eye to eye with destiny, as David Cameron now does now!

Will he blink first ?
