Fireman George

So there's this building without any fire exit which is now well ablaze, and people are trapped inside.
Then Fireman George turns up - hurrah!
But instead of saying, as bystanders might expect:
"Right! We must find a way for these people to escape from the building"
he says:
"Eh, really it would be better if the Greeks stayed in there; apart from anything else if we helped them to escape then the Portuguese might want to escape as well, and the Spanish, and the Irish, and the Italians, and then, well, the building might collapse."
Of course it's very likely that the building will collapse anyway, and with all the people inside it; but Fireman George will rely upon his training at the European Fire Academy.
Which, funnily enough, really does exist:
and although it has the Greek letter phi, Φ , in its acronym, it is based in Germany.
