UKIP's Stephen Harness wins Humberston and New Waltham by-election

UKIP have gained their second seat on North East Lincolnshire Council with victory in the Humberston & New Waltham by-election.
Stephen Harness was elected with 1,098 votes (42 per cent), taking the seat off the Conservatives, whose candidate Harry Hall finished second with 738 votes (28 per cent).
Labour’s Ashley Smith came third with 470 votes (18 per cent), while Liberal Democrat Stephen Stead was fourth with 311 votes (12 per cent).
Overall turnout was just under 30 per cent.
The victorious Mr Harness was delighted with the result, but refrained from exuberant celebrations as a mark of respect for the late John Colebrook, the Conservative councillor whose death in December triggered the by-election.
He said: “It is an honour to be elected and my responsibility is now to work alongside the other two ward councillors for the benefit of the residents of Humberston and New Waltham.”
With two members on the council, UKIP will now form a group.
Mr Harness insisted that the role of leader would fall to his colleague Ron Shepherd, who was elected in Scartho last year.
He said: “It will have to be Ron because I am going back to school and I don’t want to be head prefect while I am learning the ropes.”
