Italy's 'closed number' practice not a violation of rights

(ANSA) - Strasbourg, April 2 - Rules which seek to limit the number of students enrolling at certain institutions don't violate the right to study, the European Court of Human Rights said Tuesday ruling on a case brought by eight Italian students.
In its decision the court said that the so-called "closed number" rule, which limits the number of students which can attend university courses, is compatible with calls for the right to study embodied in the European convention on human rights.
The court found that the Italian rule did not exceed the wide margin given to EU member states to regulate university studies. The case was brought by eight Italian citizens, including one who had three times failed an entry exam for medical studies at the University of Palermo. Another six had failed enrollment exams for orthodontic studies despite having work experience as dental technicians. The eighth student had passed the necessary entry exams for orthodontics specialization but was denied entry on the basis that he had not taken a single university exam in the past eight years.
