Who rules us? Nick Clegg and the EU
THE MAIL on Sunday has been leaked a document dispatched around Whitehall by Cabinet Secretary Sir James Heywood.

The memo is seen in Tory circles as a power grab by Nick Clegg and the Civil Service. For it sets out hoops Ministers must jump through before they can announce any new policy.

It states that to announce policies 'that are significant, controversial, impact on the Coalition agreement, or affect other departments', clearance from the Cabinet Home Affairs Committee -- chaired by Nick Clegg -- is required. If a department suggests something 'not in its business plan or referenced in the Coalition Agreement or Mid Term Review, pre-clearance approval may be needed from the PM or DPM',
In other words, nothing new happens without Clegg's approval. One Tory complains No 10 has again given too much power to the Lib Dems.

The leak also reveals just how concerned Whitehall is about the 2014 Scottish referendum. If 'a topic [is] likely to feature in the Scottish independence debate' the Scottish office must be consulted before proceeding, and plans must be made to 'communicate positive announcements to the Scottish media'.
 
Prhaps the most astonishing admission is that Ministers are powerless to stop EU-imposed legislation. One section stresses, 'to be clear that the EU legislation has already been agreed, and that Ministers are asked to approve the way we are implementing it (rather than whether we should be implementing it)'.
 
It is hard to think of a starker statement of how much power we have handed to the EU.
