 Home Office effectiveness?

Amidst the BBC reporting of reaction to the arrest of Damian Green, readers are treated to this little gem of an explanation for the 'mole hunt':

Sir David Normington, the top civil servant at the Home Office, said he had taken the decision to ask for police help in identifying the source of a series of "leaks of sensitive information over an extended period," because the leaks had "risked undermining the effective operation of my department".
I would suggest the leaks came about as a direct result of the operation of Sir David Normington's department being completely ineffective; and the subsequent desire of a frustrated whistleblower to make the public aware of how badly they are served by that dysfunctional ministry.
