Special Dispatch No. 4582–Jihad and Terrorism Threat Monitor In a new statement released on a jihadist internet forum, Ustad Ahmad Farooq, Head of Al-Qaeda's Department of Dawa and Media for Pakistan, has called upon the mujahideen to wage jihad against the U.S. and its allies in the wake of the desecration of the Koran by U.S. soldiers in Afghanistan. Ustad Ahmad Farooq said, "For a Muslim, the most priceless thing in his life is his faith. There is no bigger thing for a Muslim than Allah, His Prophet [Muhammad] and His Book [the Koran]. This is something that not even the worst non-practicing Muslim can tolerate - his religion being defamed while he still lives." Ustad Farooq's statement also confirmed the death of Commander Ilyas Kashmiri. "[The Afghan Nation] Despite All The Teachings and Threats and Atrocities by America During The Past 10 Years, has Not Accepted the American [i.e. Moderate] Islam as Proposed by the RAND Corporation" In the statement, Ustad Farooq calls upon the Taliban and Al-Qaeda fighters and people to wage jihad against the U.S. and its allies, adding, "How is it possible that the call of the wounded Book of Allah reached the ears of a Muslim, and he does not act? What kind of a heart is it that is not moved by hearing that the Crusader American troops set fire to the holy copies of the Last Book of Allah? In a new statement on the issue of Koran desecration by U.S. troops in Afghanistan, Ustad Ahmad Farooq, Head of Al-Qaeda's Department of Dawa and Media for Pakistan, confirms that militant commander Ilyas Kashmiri is dead. The U.S. intelligence agencies believed that Ilyas Kashmiri - the Chief of Harkatul Jihad Al-Islami (HuJI) who founded Al-Qaeda's Brigade 313 - was killed in a U.S. drone attack in June 2011, but a Pakistani newspaper report on March 7, 2012 claimed that Kashmiri recently attended a meeting of militants in Waziristan. The Islamic Emirate of Afghanistan (the Taliban's shadow government in the country) has issued a statement marking the 33rd anniversary of the 1979 Herat uprising against the then Khalq communist regime. The statement added, "The Islamic Emirate of Afghanistan...[is] asking Allah (Subhanahu wa-Ta'ala) to accept the martyrs of the Herat historic uprising, [and] hereby, deems itself duty bound and vows to continue to launch jihad until it drives the last invader out...of its soil, Insha Allah." Following is the text of the statement: "It is 33 years ago today [March 15, 1979] since the former Soviet-led ruthless communists, crushing the popular jihadist uprising, martyred 25,000 Muslims of Herat province, Afghanistan, in cold blood, in what was one of the most heinous crimes in the history. The Herat insurrection took place, in the context of large-scale unrest, against the communist system implemented by puppet regime (The Khalq – Masses faction) on March 15, 1979 coinciding with Hoot 24, 1357 solar year. In a statement published on its website, the Islamic Emirate of Afghanistan (the Taliban shadow government in the country) has announced the postponement of negotiations with the United States in effect today, March 15, 2012. The Taliban statement is titled: "Declaration of the Islamic Emirate about the suspension of dialogue with Americans, office in Qatar and its political activity." The Islamic Emirate had stated earlier that the talks are not meant to settle the political future of Afghanistan, but are aimed at establishing a "pre-negotiations" stage by undertaking goodwill measures. The statement postponing the talks noted, "The Americans initially agreed upon taking practical steps regarding the exchange of prisoners and to not oppose our political office; but with the passage of time, they turned their backs on their promises and started initiating baseless propaganda portraying the envoys of the Islamic Emirate as having commenced multilateral negotiations for solving the Afghan dilemma.
